The

NPDES General Permit Rule Program in Vol. 27, On
December 1, 2003, the Indiana Department of Environmental
Management (IDEM) published the revised NPDES General Permit
Rule Program in Vol. 27, No. 3 of the Indiana Register.
To assist our clients in preparing for possible changes
in their storm water pollution prevention programs, AVANT
developed a brief summary of major program revisions. The
letters from the IDEM Commissioner were mailed out during
the first week in April. Three types of letters were issued:
Amendment Notification, Amendment and Application and Amendment
and Renewal. If your facility received an Amendment and
Application or Amendment and Renewal letter, you have 90-days
from receipt of the letter to submit a Notice of Intent
(NOI) letter or apply for an individual NPDES permit, and
365-days to update your existing Storm Water Pollution
Prevention Plan (SWP3) to comply with the revised rule.
If your facility received an Amendment Notification letter,
you have to submit a NOI letter 90-days prior to the expiration
of the existing 5-year permit term. If you want to take
advantage of any part of the revised rule, such as the
new sampling requirements, you must submit a NOI letter
and update your SWP3 within 365-days. Please feel free
