Section 106 Consultation

The primary goal of cultural-resource management is identifying, evaluating, documenting, preserving, and/or recovering significant prehistoric and historic archaeological resources and historic structures. Under Section 106 of the National Historic Preservation Act (NHPA), federal permitting agencies must take into account the effects of a proposed development project on eligible cultural resources, and a mitigation plan must be developed and implemented.

Once identified by field survey, cultural resources or historic properties are evaluated to determine whether they meet NRHP eligibility criteria. Evaluation of prehistoric cultural resources consists of defining site boundaries, sampling to assess whether the site could yield information important in prehistory, and assessing site depositional integrity, i.e., whether the association and context of the artifacts have been affected. Research and possibly subsurface excavation are required to evaluate historic resources and establish the historical associations and context for the resource. Architectural evaluation of historic structures is also necessary.
